Smartphone apps that claim to be able to tell if a person's skin lesions are cancer may not be as accurate as advertised, according to a new study.
"It seems so appealing," lead researcher Dr. Laura Ferris, assistant professor at the Department of Dermatology, University of Pittsburgh School of Medicine, told NPR. "Unfortunately, our data suggest that maybe these apps aren't quite there."
38 Photos
The research, which was published in JAMA Dermatology on Jan. 16, showed that only one out of four popular smartphone apps that purported to evaluate a person's risk for skin cancer was found to be statistically accurate. However, that particular app costs $5 per submission and took 24 hours to deliver a result, whereas the other inaccurate ones were free or had a low cost.
Skin cancer is the most common form of cancer in the U.S., the Centers for Disease Control and Prevention reports, with basal cell and squamous cell carcinomas the two most common types of the disease. Both of those are highly curable, however the third-most common type, melanomas can be more dangerous. In 2009, 61,646 people in the United States were diagnosed with melanomas, and 9,199 people died that year from the disease.
Researchers uploaded 188 images of skin lesions to four different apps that were found on the two most popular smartphone platforms. The apps either reviewed the images using an algorithm or pictures were reviewed by an anonymous board-certified dermatologist. All apps contained disclaimers saying the information provided was for educational purposes only, and people shouldn't rely on them above seeking professional medical advice.
The app that relied on the board-certified dermatologists only missed one of the 53 melanomas included in the image submissions. The other three apps incorrectly diagnosed 30 percent or more melanomas as "unconcerning," and identified many benign growths as potentially cancerous. Overall for all four apps, the likelihood that the disease was melanoma when a picture of melanoma was presented was only correctly determined in 33 to 42 percent of the cases.
Ferris told NPR that apps that monitor the changes in moles over time and send self-exam reminders may be more helpful than self-diagnosing apps. These apps store photos of the moles so a concerned individual can bring them to the doctor.

But, researchers fear that many low-income people may rely on the free apps to save them medical costs, and might be falsely comforted by the information the app gives them.
"If they see a concerning lesion but the smartphone app incorrectly judges it to be benign, they may not follow up with a physician," Ferris said in a press release. "Technologies that decrease the mortality rate by improving self- and early-detection of melanomas would be a welcome addition to dermatology. But we have to make sure patients aren't being harmed by tools that deliver inaccurate results."

The imposition of so-called per se drugged driving laws, which create new traffic safety violations for drivers who operate a vehicle with the presence of trace amounts of certain controlled substances and/or their inert metabolites (byproducts) in their blood or urine, do not reduce incidences of traffic safety deaths.
That?s the conclusion of a just-published study by economists at the University of Colorado, Denver and Montana State University. The study is available from the Institute for the Study of Labor (IZA) in Germany as a Discussion Paper.
Since 1990, 11 states have passed so-called zero-tolerant per se drugged driving laws which make it illegal for one to drive with detectable levels of a controlled substance in his or her system. Five additional states have passed similar laws specifying non-zero limits for controlled substances or their metabolites. Fourteen (Arizona, Delaware, Georgia, Illinois, Indiana, Iowa, Michigan, Nevada, Ohio, Pennsylvania, Rhode Island, Utah, Washington, and Wisconsin) of these sixteen states impose these strict liability per se standards for cannabis. Recently, the White House Office of National Drug Control has recommended zero tolerant per se drug standards for all US states.
Using state-level data from the Fatality Analysis Reporting System (FARS) for the period 1990-2010, authors examined the relationship between the adoption of controlled substance per se thresholds and overall incidences of traffic fatalities. They found that the relationship is statistically indistinguishable from zero and concluded that there is no evidence that these limits reduced traffic deaths.
Authors reported: ?Despite the fact that these laws have been touted by politicians and academics as an effective strategy for making our roadways safer, we find no evidence that they reduce traffic fatalities. ? [W]e cannot determine why per se drugged driving laws do not work, and leave this issue to future researchers. However, our results clearly indicate that, as currently implemented, laws that make it illegal to drive with detectable levels of a controlled substance in the system have little to no effect on traffic fatalities.?
In November, Washington state voters approved Initiative 502, which legalizes the private use and retail sale of cannabis to adults, but also imposes a 5ng/ml THC/blood per se limit for drivers over the age of 21. In Colorado, where voters on Election Day similarly legalized cannabis, Democrat Gov. John Hickenlooper and Republican Senator Steven King are calling for the passage of nearly identical per se cannabis legislation.
NORML has consistently opposed the imposition of stand-alone per se limits for cannabinoids, arguing that the presence of THC in blood, particularly at lower levels, is an inconsistent predictor of behavioral impairment, particularly in more frequent consumers who may potentially test positive for trace, residual THC levels in their blood for periods of time exceeding any period of acute impairment.
Operation of a motor vehicle while under the influence of cannabis is already a criminal offense in all 50 states. However, in order for one to gain a criminal conviction under most state DUI laws, prosecutors must prove that a motorist recently ingested cannabis and that doing so prohibited him or her from driving safely.
Full text of the study, ?Per Se Drugged Driving Laws and Traffic Fatalities,? is available online here. A separate paper previously published by the same authors reported that the passage of statewide medical marijuana laws is associated with decreased incidences of traffic fatalities.

BAMAKO, Mali (AP) ? The Islamists who rule northern Mali clashed with government forces for the first time in nearly a year, seizing a strategic city Thursday as the al-Qaida-linked militants pushed toward the government line of control in the center of the troubled country.
The capture of the city of Konna marks a dangerous escalation in the Islamists' confrontation with the Malian government, which is based hundreds of miles (kilometers) to the south in the capital, Bamako.
The fighting in central Mali also comes amid speculation that a regional military intervention to oust the extremists may not come until September at the earliest.
Malian President Dioncounda Traore asked France, Mali's former colonial power, for help to counter the advance of the extremists.
France's U.N. Ambassador Gerard Araud said Traore sent a letter to U.N. Secretary-General Ban Ki-moon and a similar letter to French President Francois Hollande seeking assistance from France. Araud said Hollande will respond to the letter on Friday.
Araud, who spoke to reporters after emergency U.N. Security Council consultations on Mali on Thursday, said urgent action is needed against the groups who captured Konna.
"This terrorist attack weakens even more the stability of Mali and thereby that of its neighbors," he said.
The Islamists seized the town of Douentza four months ago after brief standoff with a local militia, but pushed no further until clashes broke out late Wednesday in Konna, a town of 50,000 people, where fearful residents cowered inside their homes.
"We have chased the army out of the city of Konna, which we have occupied since 11 a.m.," declared Sanda Abou Mohamed, a spokesman for the Ansar Dine militant group, speaking by telephone from Timbuktu.
A Mali army spokesman refused to comment on the loss of Konna, which is just 45 miles (70 kilometers) from the government-held town of Mopti, a strategic port city along the Niger River.
However, a soldier, who spoke on condition of anonymity because he was not authorized to speak to journalists, said the army had retreated from Konna. He said several soldiers were killed and wounded, though he did not have precise casualty figures. "We didn't have time to count them," he said.
The United Nations said it was concerned about the reported military movements by rebel groups along the front line in Mali, and urged them to adhere to a Dec. 4 cease-fire, U.N. spokesman Martin Nesirky said.
While Konna is not a large town, it has strategic value as "the last big thing ... on the road to Mopti," said J. Peter Pham, director of the Africa program at the Washington-based Atlantic Council.
"I think the real target here is to seize the airstrip in Mopti, either to hold it or blow enough holes in it to render it useless," Pham said. "If you can seize the airstrip at Mopti, the Malian military's and African militaries' ability to fly reconnaissance in the north is essentially clipped."
Al-Qaida's affiliate in Africa has been a shadowy presence for years in the forests and deserts of Mali, a country hobbled by poverty and a relentless cycle of hunger. Most Malians adhere to a moderate form of Islam, where women do not wear burqas and few practice the strict form of the religion.
In recent months, however, the terror syndicate and its allies have taken advantage of political instability to push out of their hiding place and into Mali's towns, taking over an enormous territory they are using to stock weapons, train forces and prepare for global jihad.
The Islamists grabbed control of the major towns across northern Mali ? Timbuktu, Gao and Kidal ? following a military coup in the capital last March that overthrew the democratically elected president of Mali.
In their quest to implement their strict version of Islamic law, known as Shariah, Ansar Dine has been carrying out public amputations and whippings, and even stoned to death a couple who were accused of adultery.
The Islamists insist they want to impose Shariah only in northern Mali, though there long have been fears they could push further south. While the capture of Konna is likely to exacerbate those concerns, Bamako remains 435 miles (700 kilometers) away.
Local residents said the government air force is sending out planes to battle the rebels from a nearby military airport.
Lt. Col. Diarran Kone, communications adviser for the Ministry of Defense, would not speak about the loss of Konna or the military operations under way.
"But it is certain that we seek every opportunity to move northward and liberate the cities of Timbuktu , Kidal and Gao," he said.
Ousmane Cisse, a resident of Sevare, a town near Mopti, said he saw wounded people arrive at a local hospital.
"In the morning I was in front of the hospital and I saw two ambulances transporting the wounded who came from the site of the fighting, but I couldn't tell you how many there were," he said.
The retreat by the Malian military is sure to raise questions about its ability to help lead a regional intervention.
Late last year, the 15 nations in West Africa, including Mali, agreed on a proposal for the military to take back the north, and sought backing from the United Nations.
The U.N. Security Council has authorized the intervention but imposed certain conditions, including training Mali's military, which has been accused of serious human rights abuses since the coup.
Nesirky, the U.N. spokesman, said the world body is supporting mediation efforts by the West African regional group ECOWAS and looks forward to the resumption of negotiations, scheduled for Jan. 21.
He said U.N. special envoy Said Djinnit is in Mali promoting negotiations, a national dialogue and development of a roadmap for transition, and U.N. envoy for the Sahel, Romano Prodi, was also in Bamako on Thursday.

First-year Liberty boys basketball coach Omar Parker wasn?t willing to waste a second. The team kicked off the season by practicing at midnight Nov. 12, then twice more later in the day.
?We wanted to attack this thing the very first second that we could,? Parker said. ?By the end of Monday we had three good, hard, short practices. By Tuesday our team could feel like maybe we were ahead of our competition.?
Parker?s top priority is to establish a culture for the program and turn the expectations around. The Patriots haven?t been bad, the team went 9-11 last season, but it hasn?t been among the league leaders often either. The team has also never been to state.
?We have to build an excitement around here,? Parker said. ?The team has really embraced that mindset and they?ve embraced a work ethic that has even surprised me a little bit.?
The team?s top returner is senior Tynann Gilmore. Gilmore led the team in scoring and was a second team all-league player last season.
?If he?s not the best returning player in the KingCo, he?s got to be one of the best,? Parker said of Gilmore.
Another talented returner is 6-foot-5 senior Matt Campbell. Parker said Campbell?s ability to run the floor well means the team can easily play an aggressive fast style.
Other key players are Chase Puglisi, Tim Phan and Di Wang. Puglisi?s versatility ? he has good size at 6-foot-4 but can also shoot from outside ? will help the team immensely.
?The versatility of Chase and the committee of wing players makes us dangerous,? Parker said.
One weakness at this point is health. Robbie Thomas and Kellen Birdsall are both dealing with injuries.
Dayton Mackay and Dalton O?Brien will step in to take some of the load off at the wing position, while Thomas and Birdsall are injured. Parker said the team is evaluating both players? injuries week to week.
Parker played and coached at Mercer Island High School. Most recently, he was the director of player development at the University of Missouri.

State GOP Chairman Pat Brady faces growing calls for his resignation, at a time when some Illinois Republicans are rethinking the party?s image and stance on social issues, following a dismal showing in November?s elections.
Conservative groups and activists pounced on Brady shortly after he released a statement last week offering his ?full support? of a bill before the General Assembly that would legalize same-sex marriage.
But now the public demands for his ouster are coming from party leaders themselves.
?Pat Brady is a total disgrace,? said Bobbie Peterson, a Republican state central committeewoman from Beecher, Ill.
?He?s a pretty face for TV. He can speak well. Period,? Peterson said. ?But what?s coming out of his mouth is not what the Illinois Republican party is about.?
It?s unclear whether the party bosses opposing Brady have enough votes to oust him. But even those who stop short of asking for his resignation plan to take him to the woodshed for neglecting to notify party bosses before he publicly contradicted the party?s platform plank on gay marriage.
?I was shocked,? said State Sen. Jim Oberweis, a committeeman from west suburban Sugar Grove who has asked Brady to resign.?Very surprised. Did not expect that and didn?t know why he would have done that.?
... ?I can only express my disappointment in the way this has come about and the manner in which the Republican platform of Illinois has been completely disregarded,? said committeeman Gene Dawson, from northwest suburban Barrington, as he read from the resignation request he emailed to Brady.
In Illinois, a party chairman can be fired with a three-fifths majority of the weighted vote from state party committeemen. Each vote is weighted differently, based on how many people cast ballots in a committeeman's congressional district in last spring?s primary. Four committeemen told WBEZ they asked Brady to resign, representing nearly half of the votes needed to boot him out. (Four others stopped short of calling for a resignation, while the remaining ten either declined to comment or didn?t respond to interview requests.)
... ?His role as chairman should be to concentrate on uniting the party, and not dividing the party,? Syverson said, though he doesn't go so far as to ask Brady to step down.

A Midland County grand jury on Wednesday did not indict the driver of a parade float involved in the Nov. 15 train wreck that killed four military veterans.
The grand jury has not concluded its review of the incident, but it returned a no bill regarding Dale Hayden, a Smith Industries-employed truck driver, according to District Attorney Teresa Clingman.
?The grand jury will continue its work at its next meeting three weeks from now,? she said in a press release.
Eric Kalenak, assistant district attorney, presented the case to the grand jury. He said the driver did not testify, but the information that was presented may have included a Midland Police Department interview with Hayden.
An email dated Nov. 19, which was received by the Reporter-Telegram in a Texas Public Information Act open records request to the city, states ?The driver has been interviewed by the MPD and will also be interviewed by the NTSB.?
But according to a previous report, city officials said they could not confirm nor deny that police had spoken to Hayden.
City officials are not commenting on the case at this time, pending civil litigation, said Sara Higgins, city spokeswoman.
As of Wednesday, there are two known civil lawsuits: one by six families represented by attorneys Kevin Glasheen and Bob Pottroff against Union Pacific and Smith Industries, and another by one family represented by attorney Charla Aldous against the same defendants. Neither of these lawsuits lists the city of Midland as defendant.
Glasheen said he now represents Shane and Margaret Ladner, a couple who was onboard the parade float. He also represents the wife and children of Josh Michaels, one of the veterans who died.
Glasheen said his clients sent a letter to the District Attorney?s Office asking that Hayden not be indicted. Glasheen said he did not know if that letter was presented Wednesday.
Ross Bush, district clerk, said the newly impaneled grand jury was not a special jury for this case and that it was presented just like any other case, despite its high profile.
?There is privileged information in the grand jury room,?? Bush said. ?The privilege that I get out of it is if it is a true bill or no bill.?
Bush said the criminal case against Hayden is completed, but civil lawsuits are pending, which could be why the grand jury has not concluded its review.
In a new development to the civil suit from Glasheen and Pottroff against Union Pacific and Smith Industries, Glasheen said Union Pacific has filed a claim against Smith Industries, and the claim is now contained within his and Pottroff?s lawsuit.
Raquel Espinoza-Williams, spokeswoman for Union Pacific, confirmed the claim via email but did not comment regarding the grand jury?s decision.
?While the National Transportation Safety Board has found the truck proceeded onto the tracks eight seconds after the bells and red flashing lights activated, it would not be appropriate for us to comment on the grand jury?s decision,? Espinoza-Williams said.
After hearing about the decision, Glasheen said he and his colleague still maintain the primary cause of the crash was the short warning signals.
Hayden?s attorney, Hal Brockett, said his client is aware of the grand jury?s decision but was not available for an interview, pending a conference with the lawyers who represent Smith Industries in the civil lawsuits.
?It?s their decision to make,? Brockett said in reference to Smith Industries allowing Hayden to be interviewed by the Reporter-Telegram. ?But I wouldn?t hold my breath.?
Peter Knudson, spokesman for the NTSB, said via email that investigators have not yet interviewed Hayden and will be requesting the information that the driver provided to the police following the crash.
Brockett said the NTSB has not yet interviewed Hayden because of the driver?s mental and emotional state.
As for Hayden?s current state, Brockett said he is doing better than before.
?Nothing can be undone,? Brockett said. ?My client?s life can never be the same again.?
