Lack of power puts damper on July 4th celebrations

WASHINGTON (AP) ? Hundreds of thousands from the Midwest to the Mid-Atlantic were preparing to spend the Fourth of July like America's founders did in 1776, without the conveniences of electricity and air conditioning.

Power outages from Friday's storm altered planned celebrations in a host of ways and left powerless residents grumbling that America's birthday would hardly be a party. Cookouts were cancelled or moved to homes with power. Vacation plans were altered. Some residents without power said they weren't in a holiday mood. And even some whose power had been restored said they had run out of steam to celebrate in the way they had planned.

Friday's storm arrived with little warning and knocked out power to 3 million homes and businesses in states from West Virginia to Ohio and Illinois. Officials blamed 24 deaths on the storm and its aftermath, and power companies in some places estimated it could be the weekend before everyone's power is restored. As of late Tuesday, more than 1 million homes and businesses remained without power.

As a result, power repairs were taking priority over parties in many parts. At least four planned fireworks displays were cancelled in Maryland because of the outages, with officials saying they couldn't spare police and fire resources for the festivities.

In Rockville, Md., officials called off their celebration because trees and wires were blocking two of the three entrances to the college campus where fireworks were planned. In Gaithersburg, Md., Acting City Manager Tony Tomasello said his city, about 30 minutes north of Washington, cancelled its display because a power company is using its planned celebration location, a fairgrounds, as a staging area for repairs. Hundreds of bucket trucks park there when crews finish their 16-hour shifts, and transformers, gravel and poles are being stored there too.

"Everyone's disappointed. We're disappointed," Tomasello said of cancelling the celebration, adding that it would be rescheduled.

In West Virginia, meanwhile, officials urged people to resist the temptation to set off fireworks at home because the risk of fire is too high. Many brown, crunchy lawns were already potential fuel, but the trees and limbs that fell during the storm have added even more tinder.

Some people affected by the storm were too tired or frustrated to think about fireworks, parties or planned holiday travel. Dennis Andrews, 62, of Ellicott City, Md., had planned to go to Myrtle Beach, S.C. But after spending 14 hours cutting trees that fell on his property, Andrews, who runs a construction equipment rental company, said he was ready to relax by the pool instead.

Other parties were toned down, cancelled or moved. LaJuan Barnett, 44, who runs a daycare in Waldorf, Md., planned a more modest celebration with hot dogs and hamburgers after throwing out at least $350 in spoiled food and spending another $200 on groceries Tuesday.

"We're on a budget," said Barnett, who got her power back on Monday night, after nearly 72 hours.

Power outages and spoiled food also changed the plans of Sharvey Smith, 39, of Baltimore. Smith had begun preparing for an Independence Day party before the storm hit, buying chicken and spare ribs and planning a small gathering on her back porch. But that food spoiled when her power went out, so her party is off.

She planned to spend Wednesday's holiday at her parents' house 10 minutes away, which has electricity, and where she and her family have been staying. But her patience is wearing thin.

"I want to go back home," said Smith, adding that she calls the power company number three or four times a day to check on her power.

So far, the estimated time it will be back on is no earlier than Thursday.

The party Potomac, Md., resident James Gangler, a retired computer technician, planned to attend at his former boss' house was cancelled because of the outage. Although the cancellation email was sent Saturday, Gangler didn't see it until his own power returned Monday.

"I'm glad I saw it because I would have shown up there all by myself," he said.

A nearby swimming pool has reopened and that's where Gangler's wife Anna plans to celebrate the Fourth. But Gangler said he's looking forward to some cool relaxation at home.

"I'm just going to stay in and enjoy the air-conditioning and the quiet," he said.

In other iconic Fourth of July places, though, plans remained unchanged.

Fireworks on the National Mall in Washington were going forward. At George Washington's Mount Vernon estate in Virginia, where power was initially off for 12 hours after the storm, plans for birthday cake and ice cream making were on. And in Colonial Williamsburg, the restored 18th century Revolutionary capital of Virginia, there were plans to celebrate with fifes and drums, musket and cannon fire, and a reading of the Declaration of Independence.

In Williamsburg, partying like it's 1776, isn't anything new, said spokesman Jim Bradley.

"In a sense we do that every day, no matter what the weather," Brady said.

Fatal crash grounds key part of firefighting fleet

COLORADO SPRINGS, Colorado (AP) ? Air Force air tankers fighting wildfires across the nation were grounded as investigators looked into what caused the deadly crash of a military cargo plane fighting a South Dakota blaze over the weekend.

The decision by the military to put seven C-130s on an indefinite "operational hold" has removed critical firefighting aircraft from the skies during one of the busiest and most destructive wildfire seasons ever to hit the West.

That left 14 federally contracted heavy tankers in use until investigators gain a better understanding of what caused the crash.

"You've basically lopped off eight air tankers immediately from your inventory, and that's going to make it tougher to fight wildfires," said Mike Archer, who distributes a daily newsletter of wildfire news.

"And who knows how long the planes will be down?" he said, adding that investigators will take time to make their conclusions.

The C-130 from an Air National Guard wing based in Charlotte, N.C., was carrying a crew of six and fighting a 6.5-square-mile blaze in the Black Hills of South Dakota when it crashed Sunday, killing at least two crew members and injuring others.

South Dakota Gov. Dennis Daugaard announced Tuesday that two people had died in the crash. He didn't identify either victim.

The crash cut the number of large air tankers fighting this summer's outbreak of wildfires by one-third.

President Barack Obama signed a bill last month hastening the addition of seven large tanker planes to the nation's rundown aerial firefighting fleet, at a cost of $24 million, but the first planes won't be available until mid-August.

C-130 air tankers have crashed on firefighting duty before. In 2002, a privately owned civilian version of an older-model C-130 crashed in California, killing three crew members. The plane broke up in flight and an investigation blamed fatigue cracks in the wings.

The crash, in part, prompted a review of the airworthiness of large U.S. air tankers and led ultimately to a greatly reduced fleet of large civilian tanker planes. The 44 planes in the fleet a decade ago has dwindled to nine being flown on U.S. Forest Service exclusive use contracts right now.

Another aerial firefighting plane, the Lockheed P2V, has had some problems in recent months. One crashed in Utah, killing the two pilots, and another one crash-landed in Nevada.

A military spokesman said he did not know when the grounded planes would resume firefighting flights. They were used to fight fires in Colorado, Wyoming, Montana and South Dakota.

The C-130s can be loaded with a device called the Modular Airborne Firefighting System, or MAFFS. The system can drop 3,000 gallons of water or fire retardant within seconds through a modified side door toward the rear of the plane.

The military planes had been filling up with fire retardant and flying out of Peterson Air Force Base in Colorado Springs.

The U.S. Forest Service, which owns the MAFFS devices and coordinates the program with the military, expressed support for the decision to stand down the MAFFS.

However, as a result, the Forest Service now will have to prioritize fires and the resources allocated to fight them, said Jennifer Jones, a Forest Service spokeswoman at the National Interagency Fire Center in Boise, Idaho.

Fires threatening human life will be a top priority, followed by those threatening communities and community infrastructure, other types of property, and finally natural and cultural resources, she said.

Firefighters in the field also will adjust their strategy and tactics based on the availability of air tankers.

The plane that crashed was fighting a fire about 80 miles southwest of Rapid City, S.D. The terrain of the crash site is "very, very rugged, straight up and straight down cliffs," said Frank Maynard, the Fall River County emergency management director.

Military officials have declined to discuss details of the crash, but they have said there were some crew members who were being treated for serious injuries at a hospital in Rapid City.

The family of Lt. Col. Paul Mikeal of Mooresville, N.C., said they were told early Monday that he had died in the crash. They said he was a 42-year-old married father of two and a veteran of deployments to Iraq and Afghanistan.

"There were lives lost," Lt. Col. Robert Carver of the North Carolina National Guard said at a news conference. "We are very grateful for the survivors and our thoughts and prayers and hearts go out to the families that have lost loved ones."

Among the major fires burning in the West:

? Colorado: The 28-square-mile Waldo Canyon Fire was 70 percent contained. The fire northwest of Colorado Springs killed two people and destroyed nearly 350 homes.

? Utah: Two new wildfires broke out on National Forest lands, one caused by target shooting, authorities said. In southern Utah, evacuations were ordered as the 500-acre Shingle fire threatened about 100 cabins.

? Montana: The 290-square mile Ash Creek fire jumped a state highway early Monday, triggering evacuations.

? Wyoming: Three large forest fires continued to spread as crews faced erratic winds and explosive fuel conditions.

Windows 8 upgrade could cost only $40

Microsoft has announced aggressive?upgrade pricing for its upcoming Windows 8 operating system: anyone running a copy of Windows from the last decade can upgrade for $40, making this potentially the cheapest Windows ever.

The upgrade is a bit of a Hail?Mary move: selling the OS is a profitable business, but it's possible that at the familar $100-$200 price, uptake of the risky new OS might be less than enthusiastic and the next phase of Microsoft's business may not take off. After all, many businesses and individuals just recently updated to Windows 7, and many are still running the venerable XP. The cost of upgrading again could be a significant deterrent. If Microsoft can't capture a big audience for Windows 8, its whole strategy for the next few years falls apart.

But if Microsoft offers this one-time "pardon" to its many legacy users, it could spur the kind of sales it needs to make Windows 8 the most popular OS they support, albeit at the cost of many millions of dollars. Notably, this is the "Pro" version, not the cheaper "RT" version that is aimed strictly at tablets.

There doesn't appear to be any fine print: you just go to Windows.com, pay your $40, and it will immediately walk you through the installation. If you want a disc, you can burn your own or pay an extra $30 for a hard copy at the brick-and-mortar store. The offer goes until January 31st, 2013, so you've got some time to think about it.

It's certainly a bargain, and some may draw parallels to Apple's cheap and free updates to OS X over the last few years. But bargain or not, it remains to be seen whether people will be game for the UI overhaul that defines Windows 8. We'll find out later this year when the OS is launched.

(AP) ? Millions of people in a swath of states along the East Coast and farther west went into a third sweltering day without power Monday after a round of summer storms that killed more than a dozen people.

The outages left many to contend with stifling homes and spoiled food over the weekend as temperatures approached or exceeded 100 degrees.

Around 2 million customers from North Carolina to New Jersey and as far west as Illinois were without power Monday morning. And utility officials said the power would likely be out for several more days. Since Friday, severe weather has been blamed for at least 18 deaths, most from trees falling on homes and cars.

The power outages had prompted concerns of traffic problems as commuters took to roads with darkened stoplights. But throughout northern Virginia, there was less traffic than normal in many places Monday as federal workers took advantage of liberal leave that was put in place for the day.

To alleviate traffic congestion around Baltimore and Washington, federal and state officials gave many workers the option of staying home Monday. Maryland's governor also gave state workers wide leeway for staying out of the office.

"It was less traffic," said D.C. resident Rob Lavender, who commuted to Arlington County from the district. "It's more hectic on a regular day."

There were scattered stoplight outages and some transit delays for Maryland commuters headed into Washington.

"It was a mess," said Jason Lynch, a 23-year-old Energy Department software developer.

He counted at least three malfunctioning stoplights during his two-mile bus ride from Colesville to the Glenmont stop on Washington's Metro subway system.

"The light coming out of my neighborhood was blinking red, and it was blinking yellow for the main direction of traffic," he said. "People would still get confused. At the yellow light, they would stop and let people at the red light go, and the people behind them would honk at them."

There were more than 400 signal outages in Maryland on Monday, including more than 330 in hard-hit Montgomery County outside the nation's capital, according to the State Highway Administration. There were 100 signal outages in northern Virginia late Sunday afternoon, and 65 roads were closed, although most were secondary roads.

"If you have to drive or need to drive, leave yourself a lot of extra time," Maryland State Highway Administration spokesman Charlie Gischlar said. "There's going to be delays."

Some drivers resorted to ingenuity to get to work. On a residential street in suburban Falls Church, Va., just outside Washington, downed trees blocked the road on either side. Neighbors used chain saws to cut a makeshift path on one side, but the other remained completely blocked by a massive oak tree.

"They kind of forgot about us out here," resident Eric Nesson said.

Still, residents took the aggravation with good humor. Posted on the oak tree was a sign saying: "Free firewood you haul." The tree lay across a smashed Ford pickup truck, with a sign reading: "For SALE. Recently lowered."

Meanwhile, Coast Guard officials say they have suspended the search for a man who disappeared early Saturday while boating during the storm off Maryland.

On Sunday night in North Carolina, a 77-year-old man was killed when strong winds collapsed a Pitt County barn where he was parking an all-terrain vehicle, authorities said. In neighboring Beaufort County, a couple was killed when a tree fell on the golf cart they were driving. Officials said trees fell onto dozens of houses, and two hangars were destroyed at an airport in Beaufort County.

The damage was mostly blamed on straight-line winds, which are strong gusts pushed ahead of fast-moving thunderstorms like a wall of wind.

Elsewhere, at least six of the dead were killed in Virginia, including a 90-year-old woman asleep in her bed when a tree slammed into her home. Two young cousins in New Jersey were killed when a tree fell on their tent while camping. Two were killed in Maryland, one in Ohio, one in Kentucky and one in Washington.

In West Virginia, authorities said one person died early Sunday when the all-terrain vehicle they were riding hit a tree that had fallen over a road.

For survivors, it was a challenge to stay cool over the weekend.

From Atlanta to Baltimore, temperatures approached or exceeded triple digits. Atlanta set a record with a high of 105 degrees, while the temperature hit 99 at Ronald Reagan Washington National Airport just outside the nation's capital. With no air conditioning, officials urged residents to check on their elderly relatives and neighbors. It was tough to find a free pump at gas stations that did have power, and lines of cars snaked around fast-food drive-thrus.

Power crews from as far away as Florida and Oklahoma were on their way to the mid-Atlantic region to help get the power back on and the air conditioners running again. Even if people have generators, the gas-run devices often don't have enough power to operate an air conditioner.

And power restoration was spotty: Several people interviewed by The Associated Press said they remained without power even though the lights were on at neighbors' homes across the street. In Maryland, Gov. O'Malley promised he would push utility companies to get electricity restored as quickly as possible.

"No one will have his boot further up Pepco's and BGE's backsides than I will," O'Malley said Sunday afternoon, referring to the two main utilities serving Maryland.
